Mega season ahead for yacht club Residents fired up over footpath parking fines

By Sarla Donovan THE RAIN cleared to sunny skies and warm north-east winds, perfect conditions for Christchurch Yacht Club’s season opener on Saturday afternoon. The formal launch got under way at noon with an update on recent developments at the club,
the raising of the club flag, a glass of champagne and a light lunch. Competition followed at 1pm with about 40 boats racing on the day. Six bright orange mainsail sets donated by Ferrymead Mitre 10 Mega could be spied bobbing out on the water. The sails on the club’s optimist

boats, used for learn to sail classes, were old and worn out so Mitre 10 offered to replace them, said club commodore Richard Ineson. “These new ones are nice and bright, good for training. When the boats go out, they’re easy to distinguish.” Numbers at the opening event were excellent, he said.
After a fall-off in membership following the earthquakes, numbers had stabilised and were now in a growth pattern. Learn to sail classes start next week and were full. The recent success of Team New Zealand’s campaign had helped to bring the sport of yachting back to the forefront. •Turn to page 8
By Sarla Donovan RICHMOND HILL Rd residents are being ticketed by city council staff for parking on the footpath – and some have taken umbrage at the move. Brian Anderson has lived on the road for 35 years and says residents have always parked on the footpath out of courtesy and necessity. He told Bay Harbour News he was surprised to receive a $40 ticket out of the blue last month for something he’s always done. “Everyone who lives on, or visits, the lower to middle sections of Richmond Hill Road parks on the footpath,” Mr Anderson said. “It’s too narrow not to. By parking clear of the footpath, the road is needlessly narrowed and obstructed, greatly increasing the risk of an accident.” Mr Anderson believed this had been accepted by both residents and the city council. However, earlier this month, he was ticketed twice and his neighbour also received one. •Turn to page 3

News Parking fines for residents •From page 1 Mr Anderson believes the city council has altered its policy on footpath parking and should inform the public. However, a city council spokeswoman said there had been no recent change in its enforcement policy. City council transport operations manager Aaron Haymes said staff had visited Richmond Hill Rd this month following complaints from residents about vehicles parking on the footpath. “This issue is common, particularly in the hill suburbs, and officers try to take a pragmatic approach and weigh up safety concerns prior to issuing a notice.” Mr Haymes said the footpath on Richmond Hill Rd was designed to allow vehicles to park partially over it without obstructing either the roadway or the footpath completely. “In this instance . . . the footpath was fully blocked, preventing pedestrian access . . . (which) poses a serious risk to pedestrians as they then have to go on to the road to get past.” Mr Anderson said he was now parking half on the footpath and half on the road.

In Brief COASTAL PATHWAY The Christchurch Coastal Pathway group is seeking New Zealand Transport Agency funding to help cover a $10 million shortfall for the Moncks Bay-Shag Rock section. It has asked the city council to include the pathway within the Major Cycleways Route programme, which would allow it to apply for NZTA assistance. The LinwoodCentral-Heathcote Community Board is seeking clarification from city council staff this week about whether the pathway fits within the programme’s criteria. TEDDINGTON CRASH The driver of a vehicle which rolled into a ditch near the Wheatsheaf Tavern about 10.40pm on Saturday was lucky to escape without injuries. Governors Bay Fire Brigade officer in charge Ken Frost said the vehicle suffered significant damage when it went off the Governors BayTeddington Rd and landed in a creek. The driver, who was headed towards Governor’s Bay, was from Rangiora.

MUSEUM SITE DELAY A city council decision on gifting property at 33-35 London St to the Lyttelton Historical Museum Society to rebuild the museum isn’t likely until October. The decision was to be made at a full city council meeting last week, but has been referred to a hearing panel.

The Redcliffs community learned this month that its school will finally be rebuilt at Redcliffs Park. Principal Rose McInerney talks to Sarla Donovan about the long battle to keep the school open Congratulations Rose. How does it feel? It feels really exciting to have absolute certainly – there can be no change to the decision and we know we’re going to have a school back in Redcliffs. There’s excitement and relief, like a massive weight’s been lifted off the many shoulders that helped with this battle. Did you pop some bubbly afterwards? We did – we had a great night. We went out to a restaurant and had a lovely evening together. You’ve really got to mark the celebrations on a long journey like this. Were there ever any moments of doubt that you’d get the school back to Redcliffs? We had a lot of roadblocks along the way but there was such a determination to keep finding a way through. I wouldn’t say it was doubt. Something else would be put in our way and the many people who helped thought, ‘right, what are we going to do
about this?’ It was a very, very determined group with an amazing skill set. It must be a fairly unusual experience for a principal? Very. I certainly spoke to a few of the principals who had to go through the threat of closure and some that actually had to handle closure. Such empathy and shared experience, but no there wouldn’t be many that have done this. Has it changed you? I’m still the same me that I was but I’ve probably grown in strength and fortitude . . . and determination. I guess I’ve learnt to read people and situations and to really get the best out of people – that’s been a big thing. What kept you going when things got tough? People. Such a strong group who would know when it was hard and do amazingly kind things. Last year, when we were going through the waiting game, we had groups of parents arriving with morning tea and putting
magazines in the staff toilets – amazing, kind gestures. Emails of support saying ‘keep going’,

cards, and all of those little gestures so you knew there’s a lot of people who care about this. And
just doing it for our kids. They’ve had such a stoic, resilient attitude since we had to move three times. That sense of keeping on going and doing it for the community. I think all of us that were involved in fighting the closure knew that we had a really good chance, because we had the facts and the evidence, so you never wanted to give up. You certainly had strong support from the wider community. We did and, if I could make special mention of Ruth Dyson. Since we’ve moved she’s visited our school every single month, no matter where we were. She’s been part of the team, along with the board, that’s really helped keep our school open. Every month, without fail, no matter what was happening, she calls in and she sees the staff, the kids. I think that’s a real measure of a person. In your heart of hearts, why do you think (former education minister) Hekia Parata didn’t let you go back to the old site?

decision to rebuild school in Redcliffs I THINK she was genuinely worried about returning us to that site. She found it hard to accept that it was right for our school to return to there. She wanted to keep the school open and she did listen to how important it was for the community, so we’ve compromised on this new site. But the most important thing is that we’ve kept our school open. Is there a moment that stands out over this whole time of battling to stay? One of the biggest days was July last year when (Hekia Parata) said she was going to do more work but that our school was going to stay open. As a leader, you always hope for the best and prepare for the worst. I guess I was mentally preparing, while still very hopeful, and it was such an amazing day to hear the news that our huge amount of work on submissions and petitions and going for visits with her regularly had paid off. That was huge, because otherwise we were facing the prospect of closing at the end of the year, having to put our kids in different schools and tell the staff they had no jobs. That was a huge day. November was big because we found out we were moving sites. And then last

week was the final certainty – the city council agreed to the land swap and we had a site to go to. Three big moments. When did you win the competition to get Ed Sheeran to visit? Just after we heard the news that we were going to close was when the Ed Sheeran competition came around. Our entire staff, who’d just found out they
were potentially losing their jobs, our entire staff and community put their heart and soul into winning that competition. So when we won, we were completely under threat of closure and it was such a proud moment that everyone had put aside their concerns and achieved something really positive for the kids. the words to his songs, we had an Edcliffs mufti-day, and went all out making it a good time for the kids. It exemplifies how the staff operate when under hardship – turning something really bad into something awesome. Then we won and he came to visit the kids, which just lifted everyone’s spirits, as well as raising the profile of what was happening with the school. You must feel like you live and breath your job sometimes? What do you do to relax? I’m really lucky. I’ve got three boys and a very understanding husband and we definitely have family time on the weekend. I run every morning, around the neighbourhood, often with my dog Dibley – he’s a spanador (spaniel/labrador cross). I play netball for the Kia Toa club. So I do things to switch off from school. The boys are 17, 13 and 8. My husband is awesome; he’s got a massive job, too, as a national manager for NZI Insurance. You got your teaching degree from Victoria University – are you a Wellingtonian? No, I grew up in Nelson, Tahunanui, by the beach. Dad worked for a legal firm and mum was a nurse. My husband got a job here and we moved here from the
North Island about 16 years ago. Is teaching in your blood? Not from mum and dad, but I’ve got three sisters who are teachers – one in early childhood, one in primary and one in secondary. I’m actually from a family of six girls, three of us live here. It was awesome growing up with five sisters; you learn a lot of problem-solving skills when you’re part of a big family – how to argue well and how to bounce back from things. I’m the second youngest. I met my husband through teachers college – I was there with his sister, we used to play squash together. If I asked one of your colleagues to describe you, what do you think they’d say? Energetic, fair, hopefully supportive, inclusive (laughs). My deputy principal’s sitting here telling me things. It’s hard saying things about yourself. There’s only a couple more weeks until the October holidays – do you have any plans? My family and I are going to Vietnam – all of us, my husband and my three lads. A little bit of adventuring but quite a lot of beach-time I think. We’ve worked pretty hard this year so I’m ready for a bit of a breather.

City council head of libraries and information Carolyn Robertson said the operating hours of the city’s libraries varied according to demographics. “Larger-sized library facilities with extended collections, services, staffing and hours of operation are generally situated in communities that draw on a greater population base,” she said. “This includes Te Hāpua: Halswell Centre, South Library, Upper Riccarton
Community and School Library, Linwood Library and New Brighton Library.” Ms Robertson said the opening hours at Sumner were based on the needs of a “smaller community”, and what was in place prior to the previous library’s closure. “Any increases to library hours . . . would have financial implications and would need to go through the Annual Plan or Long Term Plan process and include community consultation,” she said. Heathcote Ward city
councillor Sara Templeton said she would raise the matter at the next Linwood-CentralHeathcote Community Board meeting. By Sarla Donovan IT COULD be next year before the opening hours at Sumner’s new library are reviewed. Residents have complained about the limited weekend operation, with Saturday, 10am-1pm, the only time it opens its doors. Sumner Residents Association spokeswoman Kimberley Mossman said many locals had been Kimberley Mossman “surprised and disappointed” at the opening hours. “Most we have spoken with would like the Saturday hours increased and for the library to open on Sunday, too,” Ms Mossman said. “It’s an issue the association hopes to resolve with council.”

News Yacht club has wind in its sails again •From page 1 “It’s not an automatic effect but there are things happening. Grant Dalton and some of the Team New Zealand crew are coming down for a fundraising event next month,” Mr Ineson said. “They are supporting the Pleasant Point Yacht Club rebuild. It’s all part and parcel of promoting yachting and we hope it will have ongoing benefits.” Sailing from Moncks Bay since 1891, Christchurch Yacht Club is one of the oldest in the country. It famously produced New Zealand’s first Olympic sailing gold medallists, Peter Mander and Jack Cropp, in Melbourne in 1956, and in 1992 Lesley Egnot won a silver in Barcelona. A new $1.17 million boatshed is set to be completed by Christmas, replacing the one demolished in June, 2011.

Mt Pleasant teen off to Cambridge NEVER IN his wildest dreams did Christ’s College Old Boy Hamish Thomas think he would be awarded a scholarship to Cambridge University. But in just a few weeks time the 18-year-old will be at Corpus Christi College, studying physics, mathematics and chemistry on a three-year Girdlers Scholarship for undergraduate study. “Throughout the whole application process, I never, ever thought I would win the thing. I couldn’t believe it when I was told earlier this year,” says Hamish who completed year 13 last year, and will leave Christchurch on Saturday. From Mt Pleasant, Hamish went to Redcliffs School and Cathedral Grammar before winning a Somes Exhibition Scholarship to Christ’s College, where maths and sciences proved his specialty areas. Those same disciplines will be his focus while on the Girdlers Scholarship, one of which is provided annually for an outstanding New Zealand applicant. the debating team he took part in from years 10-13, won the Russell McVeagh Canterbury Regional Competition last year and came second in the interschool competition. For Hamish, the move to Britain and into one of the world’s most prestigious universities, is still slightly unreal. “I’ll start studies on October 3 and because I’m living in a normal university hall of residence, I imagine it’s going to be fairly easy to meet other students and make friends. The style of lecture delivery is going to be different from what he experienced earlier this year when completing a semester in health sciences at Otago University. “There were hundreds in some of those lectures, but I think at Cambridge there will be lots of tutorials with teaching fellows and professors.” With a brother at Auckland University studying animation and design, a father who is a civil engineer and a mother who is head of english at Christ’s College, Hamish says he will miss family, friends and the New Zealand connection.

We said: LPC’S new staff car park by the Diamond Harbour ferry will reduce bus parking to one space and remove the informal drop off area for ferry users. You said: Mark Watson – Lyttelton Port Company car park to leave only enough space for one bus at the wharf? This is nothing short of LPC sabotaging public transport in Lyttelton. If there’s only enough space for one bus at the wharf there will be chaos down there. Both the 535 and the 28 service the ferry at the wharf. It’s the end of the trip for the 28 bus, so it has to wait there between dropping off passengers for the ferry, and picking up passengers from the ferry. The buses taking passengers home after work often get held up in traffic, so it can’t be predicted exactly when each bus will arrive at the wharf. It’s not unusual for two 28 buses to arrive at the wharf at the same time, or for the 535 and two 28s to be there all together. LPC could have put the car parking for its new headquarters in many other places. But it chose to stick it in the middle of the access way between the ferry and Lyttelton town. The comment
from Mr Simmers says it all: providing an extra bus parking space “wasn’t a good utilisation of the land area.” So providing private car parks for the headquarters is better utilisation of that land? Marcia Bryant – City Council transport operations manager says Lyttelton Port Company headquarters car park may mean ferry passengers will have to use the bus stop on Norwich Quay. No way. For people who struggle with stairs, and families with young children and buggies, that’s like being dropped off on Moorhouse Ave to get a bus from the interchange. Come on city council ECan, and LPC – someone please use some common sense, act with decency, and ensure there’s fair public access between the buses and the ferry. drop-off zone. I pick up and drop off my 10-year-old daughter and I don’t like her to walk around the edge of the port by herself. Sometimes I am delayed by up to 15min by a red light on the tunnel. I do park illegally by the bus stop and run to get her. When my children were young I found it difficult to negotiate the old stairs and overhead bridge with two pre-schoolers, a buggy and two car seats. I can imagine some of the older generation would appreciate a close pick up as well. We use the ferry connecting bus service on a regular basis and find its close proximity works well, especially when it’s raining.

Local Views •From page 11 Alison Ross – I acknowledge Richard Suggate’s concerns over the Diamond Harbour ferry access but he appears to be unacquainted with important background detail. In the political and social maelstrom following 9/11 US Homeland Security released a series of non-negotiable security requirements to all ports worldwide which trans-shipped goods directly across the United States border. Unless security management was brought up to the required level ports would be permanently excluded from all future direct trans-shipping operations. The proposed, and since confirmed, security perimeter includes the present site of the ferry services, sounding the inevitable death knell to all future ferry operations from that site. Lyttelton Port Company, cognisant of potential real and emotional disruption to residents consequent to the major security perimeter changes allowed the ferry operations to continue on the site as a temporary measure. It was my opinion at the time that although the company was attempting to ease the public into accepting the security changes, by not grasping the nettle it created a false sense among Diamond Harbour residents that this could, with lobbying, ensure the ferry site would remain permanently below Oxford St.
LPC would have been better to announce a planned move of the ferry operations to the west of the inner harbour at Dampier Bay immediately as talks were already under way to develop that area as a dedicated public recreation area, with yacht berthing facilities, food services and a ferry/bus terminus along with a covered walkway from the ferry. I note that discussions on the bus service included continuing the circular route around the Lyttelton commercial centre either before or after the terminus pickup/drop-off. The present situation has not been helped by a less than objective intransigence by certain of the former Lyttelton/Mount Herbert Community Board to the necessary and inevitable changes. Had the proposed ferry terminal changes been announced earlier they could have been included in phase one of the Dampier Bay redevelopment. I continue to be disappointed when hearing complaints from Diamond Harbour residents about having to walk from Dampier Bay to London St in the future. They need to recognise the importance of Port Lyttelton to the whole of Canterbury. The physical centre of the port is around Dampier Bay. Ferry patrons should be aware that residents from West Lyttelton have been walking to Lyttelton’s commercial centre without complaint for over 100 years. •More Local Views, p18
Calder Green Reserve opened THE HISTORY of Calder Green Reserve is now on display for all to see. A new sign explaining the significance of the lower Heathcote reserve was unveiled recently. Formerly known as Devils Elbow, Calder Green Reserve is a salt marsh and riparian area lying between Ferry and Tunnel Rds. Forest and Bird maintains the area with input from the city council and community groups. Heathcote ward city councillor Sara Templeton was at the opening of the project. Her daughter has been involved through her local guide group, which has planted swathes of ngaio over the past few years. She complimented Forest and Bird on the work done so far. “I’m looking forward to all the groups working together on a range of challenges including educating dog owners and the wider public about the native wildlife present in the area and how to protect it.” Mick Ingram the volunteer manager of the Calder Green Reserve project is designing habitat to suit all the wildlife of the area and has a particular soft-spot for lizards. He’s hopeful that as people visit

the reserve and learn more about the area, “they will come to love its quiet serenity as I do.” “The hope is more people will become kaitiaki (caretakers) of this stretch of river and help its wildlife thrive into the future,” Mr Ingram said.

New traps, bait helps pupils control pests TRAPS AND bait costing about $8000 will help reduce rat, possum and stoat populations on Banks Peninsula. The Little River Trap Library and Lyttleton Primary School have been given more than 50 traps by the Department of Conservation. Conservation Minister Maggie Barry and Associate Conservation Minister Nicky Wagner presented the traps at a Predator Free 2050 event last week. Lyttelton Primary School received 15 traps, including five possum traps, from the Lyttelton Port Company.
The school plans to start trapping on land above the township that’s owned by LPC. Said Ms Barry: “The easy-to-use traps will enable the school children to take their conservation work to the next level.” The Little River Trap Library was the first of its kind in New Zealand and lends traps for free to people wanting to protect wildlife on their properties It was given 40 traps and bait, enabling it to continue its work. Ms Barry said the two projects were examples of “collaboration and tireless dedication,” helping to eradicate predators and
create pockets of safe habitat. Peninsula – a collection of trophies carved out of local oak with lead and plaster elements. Materials range from dead animal carcasses to bronze, steel and ceramics, and prices go from $100 up to about $30,000. •The 10th Sculpture on the Peninsula event will be held on November 10, 11 and 12. Horotane Valley’s biggest National fan By Bridget Rutherford IF YOU’VE seen a friendly looking chap parked on the side of the road with a National Party sign waving to motorists – that’s Rae Mills. The 76-year-old has been sitting on the side of busy roads at peak travel times promoting National every election for the last decade. The Horotane Valley resident has been volunteering for the party for much longer. Mr Mills (left), who moved to Christchurch in 1984, wasn’t always a National supporter. He switched from Labour about 40 years ago when he was chairman of Southland’s Otatara Kindergarten committee. National had been in Government and told Mr Mills it had pledged money towards a loan for the kindergarten. But when Labour won the 1972 general election, Mr Mills was told the Government did not have the money in its budget. Mr Mills said he then marched into National’s Wallace MP Brian Talboys’ office to

see if he could help. “He said I’ll sort that out for you,” Mr Mills said. “Eleven days later I got a reply from Education Minister Phil Amos, saying approval has been granted for your loan. “I was quite impressed, because I was Labour.” He has been volunteering for National ever since. Mr Mills has been parking on the side of Ferry Rd in Ferrymead, Halswell Rd and State
Highway 1 between Christchurch and Amberley waving to passersby since July. He does it on weekdays for a couple of hours in the mornings and evenings. “About 80 per cent of people wave,” he said. “I believe in what I’m doing, I know it’s working.” His role was to encourage people to party vote National, followed by its candidate for each electorate, he said.
“It really is about people ticking both boxes.” He said the outcome of the September 23 election would be tight – but he hoped National would come out on top. Mr Mills, who is a former builder and now works at Mitre 10 Mega Ferrymead, said he was happy to continue volunteering during election time if his wife Pat says it’s okay. “I’m still fit and well and able to do it.”
$100,000 plan for Allandale By Sarla Donovan A $100,000 regeneration project around the headwaters of the Allandale Stream is starting to show positive results. The Allandale Stream Reserve Project aims to regenerate native bush and riparian vegetation at the stream headwaters to provide good habitat for native fish, birds and invertebrates. Since 2011 more than 4.5km of livestock fencing has been installed to keep stock out of the stream and about 12,000 trees, shrubs and native grasses planted. Project manager Denis Aldridge is the general manager at Living Springs Camp and Conference Centre, which sits on 400 hectares of land and which includes Allandale Stream. “It’s a big project to plant that many plants,” he said. “We’ve had the limited service army volunteers, various youth groups, holiday camp groups, prison groups.” The Banks Peninsula Water Zone Committee have funded $115,141 towards the project. Values-wise, says Mr Aldridge, this is where he wants Living Springs to go.

Planned approach to replanting Akaroa go from film sets to the stage

This will be a busy three days as my team and I take our last chance of getting our message out there – that only National can continue the strong growth in the economy that allows us to improve public services and support our most vulnerable New Zealanders into better lives. Many people like having multiple MPs serving the Port Hills electorate, so we are making sure they know that the best way to keep an MP in both Government and opposition is to give their electorate vote to me, Nuk Korako. But today I want to talk about something local, and very close to my heart. That is the replanting of the Port Hills. After the fires earlier this year, what became really apparent to me was that there are many groups doing an awesome job of

providing trees and getting volunteers to replant the damaged areas of our hills. But to date there hasn’t been a structured approach to ensure that we replant the Port Hills in a way that meets cultural and ecological best practice. So I have been working with a group of like-minded and very passionate people to establish a trust that can assist with cocoordinating planned cultural and ecological reforestation programs. That work came to fruition earlier this month, with the launch of Te Tapuwae o Rakau Trust (The Tree Footprints
Trust.) The trust was launched with the symbolic planting of a tree at the Christchurch Adventure Park, and is now working with already established organisations, Ngai Tahu and landowners to plan the first planting. I believe that this co-ordinated approach by the trust, to engage with all groups, can only enhance the great work done by all. We have the opportunity to leave a legacy of replanted and new native forests that match the ecological and cultural footprint of the Port Hills, and encourage our native plants and wildlife to flourish.
By Georgia O’Connor-Harding FROM DESIGNING costumes to fit Orlando Bloom to helping create blockbuster film sets – Akaroa’s John Harding and Lesley Burkes-Harding know how to transform a show into a full visual experience. Audiences at the Isaac Theatre Royal have been seeing an endless stream of costumes embedded with sequins and Lesley neo-Gothic style Burkes- sets designed by the Harding Akaroa couple in Showbiz Christchurch’s latest production of Sister Act. Hundreds of costumes were designed by Burkes-Harding for the show, while John Harding her husband created the set which has toured all over the country. Between them, they have 65 years of experience working in television, consortium productions and major films including Avatar, King Kong and The Lord of the Rings. While working on The Hob-
bit, Burkes-Harding designed the costumes for Bloom in his role as the elf Legolas. Like most of the productions the couple have worked on, the design for Sister Act has been a large undertaking. “It is always a big job . . . there are many hundreds of sequin fabrics that I bought for that show,” Burkes-Harding said. She said in theatre, costumes need to be sturdy and well designed to suit the different people who wear them. It is similar for Harding, who said every set he designs needs to be “elastic” to adapt to each venue on which it is staged. “One of the first things was solving how to do multiple scene changes, so I came up with the idea of a double conveyor belt,” he said. Other key elements in the set include the use of LED lighting to recreate the “exquisite” quality of the stained-glass church windows, and a narthex that he found in a recycling yard near Rangiora, which came from church rubble after the February 22, 2011, earthquake. •The show ends on Saturday
Expect night-time traffic delays at the Lyttelton Tunnel If you are driving at night through the Lyttelton Tunnel, expect occasional delays from later this month through until December 2018. For a few nights each month, just one traffic lane in the tunnel will be open and on occasions both traffic lanes will need to be closed. These traffic lane closures are required as work begins on a $28.7 million fire protection upgrade inside the Lyttelton Tunnel, to increase the safety and resilience of this essential freight route for both Christchurch and Canterbury. A project of this scale and complexity makes some traffic lane closures inside the tunnel unavoidable. They are needed so hundreds of water nozzles that are an integral part of the fire protection upgrade can be installed in the tunnel ceiling. To minimise disruptions for tunnel users, the work will be done at night when traffic flows are lightest.
HOW TO PLAN FOR THESE DELAYS • • •
A three-monthly calendar for all planned night-time single lane closures and full closures will be available at nzta.govt.nz/projects/lyttelton-tunnel/ Lane closure details will be displayed on electronic message boards at the tunnel at least two days before they happen. Closures are planned to the best of the project team’s ability, but may be subject to change.
